Abstract
Promjene unutar obrazovanja u današnje su vrijeme usmjerene na uvođenje decentralizacije upravljanja u rad škola. Razlozi tome su brojni i leže u procesima ekonomske i financijske globalizacije te napredovanju informacijske i komunikacijske tehnologije koja je stvorila preduvjete za preuzimanje odgovornosti upravljanja obrazovanjem od strane škola i lokalnih zajednica. Odgovornost ravnatelja u upravljanju školom konstantno dobiva na značaju te on unutar područja vlastitog djelovanja koja dijelimo na administrativno- tehničko i razvojno- pedagoško promiče kvalitetu i implementaciju oblika decentralizacije koji mu omogućavaju distribuciju ovlasti na ostale djelatnike. Kako bi mogao primjeniti postavke decentralizacije upravljanja, ravnatelj mora poznavati načela planiranja, organizacije, vođenja, skrbi za ljudski potencijal te vrednovanja i evaluacije rezultata. Primarni ciljevi ovakvog načina rada jesu stvaranje zajedničke misije i vizije koja će biti prihvatljiva ravnatelju, djelatnicima škole, roditeljima, učenicima odnosno ostalim članovima lokalne zajednice, ostvarivanje suradnje sa djelatnicima raspodjelom obaveza, provođenje zajedničkog planiranja budućih aktivnosti, podizanje cjelokupne kvalitete rada u svrhu zadovoljavanja potreba krajnjeg korisnika odnosno učenika te upravljanje utemeljeno na načelima demokracije. Naglasak je također stavljen na posjedovanje komunikacijskih vještina i potrebu za cjeloživotnim učenjem zbog učestalog napredovanja odgojno-obrazovnih metoda koje podrazumijevaju uvođenje inovacija i jačanje uloge školskih ravnatelja.

Parallel abstract (English)
Changes within education are nowdays orientated towards implementing decentralised management in the work schools. The reasons for that are numerous and lie in the processes of economic and financial globalisation and progress of informatic and communication tehnology that created the requirements for taking over management responsibilities in education by schools and local communities. The principals responsibility in school management is constantly growing, areas of his own activity are divided into administrative- tehnical and developmental- pedagogic categories trough wich he promotes quality and implementation of different decentralisation forms wich enable him to distribute authority to other employees. In order to apply the settings of decentralised management the principal has to know the tenets of planning, organization, leadership, human resources management and evaluation of results. Primary objectives of this kind of work are creation of a common mission and vision that will be acceptable to principals, school employees, parents, students and other members of the local community, establishing cooperation with employees trough allocation of responsibilites, conducting joint planning of future activities, improving the overall quality of work in order to meet the needs of the end user i.e. students and management based on the tenets of democracy. Emphasis was also placed on the possession of communication skills and the demand for lifetime learning due to the frequent progress of educational methods that involve innovation and strenghtening the role of school principals.
